The current regulatory position continues to emphasize prior EC, not post-facto regularisation, as the legally safe route for project proponents.

2025 Update: PARIVESH Workflow and SPCB/PCC Comment Process
The 2025 compliance workflow now requires closer operational alignment with the PARIVESH portal, especially where SPCB/PCC comments are part of the Environmental Clearance process. As per the Ministry’s January 2025 framework and its implementation manual, the workflow for obtaining comments from SPCBs/PCCs has been automated through PARIVESH. For applicable proposals, the sequence now includes grant of ToR where relevant, auto-forwarding of the proposal, SPCB demand-note generation, payment verification, upload of comments by the SPCB, and then onward filing/appraisal within the EC process. This makes portal accuracy, document readiness, and timeline management even more important than before.
